PLEASE TAKE NOTICE, that the Town of Reedsburg Town Board will hold a public hearing on November 10th, 2025, at 7:00 p.m. at the Reedsburg Town Hall to consider: 

  1. 2026 Budget Hearing

Budget Hearing &
Monthly Town Board Meeting
immediately following the 7:00pm Special Electors meeting
at Town Hall located at 600 W. Main Street Reedsburg

All Items on the agenda are listed for discussion and possible motion

 

Present:  Chad Allen, Rebecca Klitzke, Terri Connors, Kathy Schwartz (Absent), Becky Meyer, Brandon Wilmot

Also Present:  Ervin Borleske

 

  1. Call Special Electors Meeting to order at 7:00 pm with Pledge of Allegiance. Chairperson, C. Allen called the Special Electors Meeting to order with the Pledge of Allegiance at 7:00pm.
  2. & § 65.90(3)(a).Clerk, R. Meyer,  certified that the open meetings law has  been met by placing the agenda on the Town Website and on the Town Hall Door.
  3. Adopt the Special Electors agenda. Motion by Klitzke / Connors to adopt the Special Electors agenda.  Motion carried unanimously.
  4. Adopt 2025 Tax Levy to be paid in 2026 pursuant Wis. Stat. §60.10(1)(a) – Clerk, R. Meyer, presented the 2025 Tax Levy to be paid in 2026 of $243,120.00.   Motion by Connors / Klitzke to adopt 2025 tax levy of $243,120.00 to be paid in 2026.  Motion carried unanimously.
  5. Adjourn Special Electors meeting.  Motion by Klitzke / Connorsto adjourn the Special Electors meeting at 7:03pm.  Motion carried unanimously.

 

  1.   Call Regular Town Board Meeting to order. Chair, C. Allen, Called the Meeting to order at 7:04 pm.
  2. Certify Open Meetings Law has been met in accordance with §985.02(2)(a). Clerk, R. Meyer, Certify Open Meetings Law has been met in accordance with §985.02(2)(a) with being placed on the Town Website and on the Town Hall Door.
  3. Adopt Agenda.  Motion by Klitzke / Connors to adopt the November 10, 2025 agenda. Motion carried unanimously.
  4. Approve minutes from previous meeting.  Motion by Connors / Klitzke to approve the minutes from the October 2025 meeting with a few adjustments.  Motion carried unanimously.
  5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes. No one spoke.
  6. Regular Town Board Meeting Recessed. Chair, C. Allen, called for the Regular Town Board meeting to be recessed at 7:06 pm to begin the 2026 Budget Hearing. Motion by Connors / Klitzke.  Motion carried unanimously.
  7. Annual 2026 Budget Hearing called to order in accordance with § 65.90(1). Chair, C. Allen called the 2026 Budget Hearing to order.
  8. Presentation of Town of Reedsburg 2026 Budget. Clerk, R. Meyer, presented  the Town of Reedsburg 2026 Budget.
  9.  Annual 2026 Budget Hearing adjourned. Motion by Connors / Klitzke to adjourn the 2026 Budget Hearing@ 7:17 pm. Motion carried unanimously.
  10. Regular Town Board meeting reconvened. Chair, C. Allen, reconvened the Regular Town Board meeting at 7:17 pm.

  1. Discussion and possible motion to adopt the 2026 Budget. Motion by Connors / Klitzke to adopt the 2026 Budget as presented.  Motion carried unanimously.
  2. Discuss and finalize LRIP application. Chair, C. Allen talked to Nick Brey from Westbrook.  Nick will do the LRIP application for Golf Course Rd from Junction Rd. to the Rail Road Tracks.  Town discussion took place to pulverize and pave.
  3. Discussion and possible motion on DMV signage and placement.  DMV called Treasurer, K. Schwartz, about having better placement of a new larger sign and hours.  Discussion took place to talk about this next month.
  4. Highway Report - Brandon Wilmot

a.      Road Report – South Golf Course Rd. had 8 – 10 garbage bags that were thrown in the ditch.  The police were called, offenders were notified,  and they came and picked up the trash.  400 ton of Salt & Sand mix was delivered.  The oil pan on the International has been fixed.  The chain for the sander is 4 years old and should be replaced every 3 years.  Universal has a 30 day wait period.  The cost is $2,095 for a new chain.  The current chain will be used as a backup.  Cutting edges are being priced out.

b.     Driveway Permits – Joseph & Alice Living Trust on N Reedsburg Rd.

c.      Other comments – Received a computer from the county and it does not work now.  Becky will take it back to MIS and see if it can be fixed. 

     15. Chairman / Supervisor Reports and comments
            a.    Supervisor II - Terri Connors – Nothing to report
            b.     Supervisor I - Rebecca Klitzke – Attended the LRIP meeting at the County Highway Department. Everyone was delivered a copy. WTA Unit meeting is November 20th at Town of Troy.
            c.      Chair - Chad Allen – LRIP is taken care of.  The town hall was rented on Saturday and there are green stains all over the floor. Chad called Clark Peterson to come and give a proposal to get the floor cleaned and billed to                       the renters.  Evan Steinhorst called and the cattle are out from the Jane Kohlman farm.  Sauk County Sheriff was called and landowner was cited.  This isn’t a town issue. Received an Intent to cut on Coon Valley Dr for                         Mark & Kathleen Wegner.

a.        Assessor (Holloway Appraisal) Report - Nothing noted. 

b.        Building Inspector (GEC) Report.

a.        Gatlin Fenwick @ S2720 County Rd K for a residential addition

b.        Jim Berry @ E5548 County Rd K for a new window installation

c.        Hazel Toeder @ E9832A Herritz Rd for a new deck

d.        Jeff Mitchell @ E5722 La Valle St for Electric work

c.        Monthly Vouchers - AP QuickBooks reports were emailed.  Motion by Connors / Klitzke to pay the monthly vouchers. Motion carried unanimously. 

d.        Other comments – Nothing to report. 

1         17.  Treasures Report - Kathy Schwartz-reported by Becky Meyer

a.        Deposits (Checks and Cash)- $786.00 ($236.00 – Building permits, $50– Driveway Permit, $300 hall Rental, $80 – Security Deposit kept, $120 – Special Assessment letters).  

b.        ACH Deposits - $0

c.        Review Calendar Dates

a.      Plan Commission - December 8, January 12 & February 9 if there is anything for the agenda.

b.     Town Board - December 8, January 12 & February 9.

c.       Hall Rentals (DOT & 4H Club).

d.         Other comments – Nothing

18.  Anything else reasonably related to the agenda. (No action can be taken at this meeting).
