Monday, April 14, 2025
Monthly Town Board Meeting
at 7:00 pm at Town Hall
All Items on the agenda are listed for discussion and possible motion

Present:  Chad Allen, Rebecca Klitzke, Terri Connors (via phone), Becky Meyer, Kathy Schwartz, Brandon Wilmot
Also Present:
Gatlin Fenwick, Mark Zobel, Zac Zobel, Zach Meyer, Megan Meyer and Frank Brey

  1. Call Meeting to order at 7:00 pm with Pledge of Allegiance. Chair, Chad Allen Called the Meeting to order at 6:56 pm
  2. Certify Open Meetings Law has been met in accordance with §985.02(2)(a). Clerk, Becky Meyer Certify Open Meetings Law has been met in accordance with §985.02(2)(a) with being placed on the Town Website and on the Town Hall Door.
  3. Adopt Agenda.  Motion by Klitzke / Allen to adopt the April 14, 2025 agenda.  Motion carried unanimously.
  4. Approve minutes from previous meeting.  Motion by Klitzke / Allen to approve the minutes from the March 2025 meeting.  Motion carried unanimously.
  5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes. No one other than board members and Zobels were in attendance.
  6. Plan Commission update by Plan Commission Chairperson, Gatlin Fenwick. Plan Commission Chair, Gatlin Fenwich, reported that the Town has completed the Comprehensive Plan Updates and will hold a public hearing next month then it will presented to the Town Board for approval.  The Plan Commission met earlier tonight and unanimously recommended approval of the Zobel & Sons 5-year renewal of a Special Exception Permit to continue operation of a non-metallic mining site.
  7. Zobel & Sons regarding a 5-year renewal of a Special Exception Permit to authorize the continued operation of a non-metallic mining site in section 19 of the Town of Reedsburg on parcels 030-0707-00000, 030-0708-00000 and 030-0709-00000 on Fish Pond Rd Mark Zobel presented a 5-year renewal of a Special Exception Permit to authorize the continued operation of a non-metallic mining site in section 19 of the Town of Reedsburg on Fish Pond Rd.  Motion by Klitzke / Connors to recommend approval to the Land Resources and Environment department to extend the 5-year renewal of a Special Exception Permit to authorize the continued operation of a non-metallic mining site in section 19 of the Town of Reedsburg on Fish Pond Rd.  Motion carried unanimously. 
  8. Set Open Book Date - Holloway appraisal suggested a proposed date of June 3rd. Motion by Connors / Klitzke to set the Open Book Date to June 3rd from 4pm - 6pm.  Motion carried unanimously.
  9. Set Board of Review Date - Holloway appraisal suggested a proposed date of June 10th from 6pm - 8pm. Motion by Connors / Klitzke to set the Board of Review Date to June 10th from 6pm - 8pm.  Motion carried unanimously.
  10. Discussion and possible motion regarding a town credit card vs. Multiple charge accounts. Discussion took place regarding get a Capitol One card with two users with provisions of receipts.  Motion by Connors / Klitzke to apply for a Capitol One card with two users and provision of receipts. Connors was unable to vote via speaker phone. Motion carried unanimously.
  11. Discussion and possible action on a policy about over-paying on taxes. Discussion took place regarding when tax payers over-pay on their annual property taxes.  Treasurer, Kathy Schwartz, recommended that anything overpaid by $10 gets refunded but if the refund would be less than $10 it wouldn't be returned to the tax-payer unless requested.  K. Schwartz commented that the time, postage, check cost, having the extra escrow account and the monthly maintenance of the extra account has become a cost deficiet to refund smaller amounts.  Motion by Klitzke / Connors to approve Resolution 04-14-2025 to Establish a Refund Policy for Overpayment of Taxes Specifically in the amount of $10 or under unless requested.  Motion carried unanimously. 
  12. Discussion on revoking driveway permit on Copper Creek Dr.  C. Allen noted that the driveway permit on Cooper Creek Dr. that was issued to Tyler Meister was revoked due to the size of the enterance of the lot on Copper Creek Dr. is not wide enough.  Frank Brey noted that the  The new owners of that property will need to access their property from Horkan Rd. Motion by Connor / Klitzke to revoke the driveway permit that was issued on Copper Creek Dr.
  13. Discussion and possible action on sending letters with a penalty amount to landowners that failed to obtain a building permit.  Discussion took place regarding properties that have not obtained a building permit prior to construction in the Town of Reedsburg.  R. Meyer drafted letters to be sent to Dennis Laukant and Ladd Soukup & Lee See.  Motion by Klitzke / Connors to send certified letters; to Ladd Soukup & See Lee at E71585 State Highway 23/233 and Dennis Laukant at E6651 Enterprise Dr. with a potential penalty amount if they fail to obtain a building permit. Motion carried unanimously. 
  14. Highway Report - Brandon Wilmot
    1. Road Report - The sand pile was covered approx. 250 tons.  Brandon is meeting with Troy Thompson from the county about the Herritz Rd. culverts.  On the road tour, Thieman Hill rd culverts need to be replaced.  Mark Zobel will be giving prices on Thieman Hill Rd.  During road tour discussion took place of possible crackfilling lower half of Thieman Hill Rd. and overlay, wedging and crackfilling on Eagle Ridge Ct.   
    2. Driveway Permits - Two driveway permits were issued. Megan & Zac Meyer on Copper Creek and Max & Natalie Buckner on Horkan Rd. 
    3. Other comments (Garage / Hall, Cemeteries, Equipment, Plowing) - Brandon inquired about a new boom mower.  Pictures were shown and Brandon will get three quotes.  We will have discussion and possible motion on the new mower at the May meeting.
  15. Chairman / Supervisor Reports and comments
    1. Supervisor II - Terri Connors - Nothing to report
    2. Supervisor I - Rebecca Klitzke - Received a phone call from Chuck Nolden about the mud over the road at Twin Pine and xx.  At the election, Greg Borucki from MSA, asked about the possibility of grant money for Golf Course Rd.  Talked to Troy Thompson about buying different products to purchase from the County.  Attended the Rural Fire Dept. truck dedication.  Dennis Butteris has been more responsive and did get a permit from Kozlowski. 
    3. Chair - Chad Allen - During road tour Thieman Hill Rd and Eagle Ridge Ct need the most work.  Golf Course.... Duane Gross called and noted that N. Golf Course Rd has many semi's on it since the road construction on Hwy H. 
  16. Town Clerk - Becky Meyer
    1. Assessor (Holloway Appraisal) Report - Proposed dates of Open Book and Board of Review.  New Phone numbers were shared. 
    2. Building Inspector (GEC) Report
      1. Kyle Thompson @ E6103 Ski Hill Rd for siding and window wraps
      2. Elijah Feller @ S2610 Copper Ct for a New single family Residence
      3. Michael Kozlowski @ S4719 Dunse Rd for an Ag Shed
      4. Tom & Diana Doering @ Copper Creek Way for a New Single Family Residence
    3. Monthly Vouchers - AP quickbooks reports were emailed.  Motion by Connors / Klitzke to pay the monthly vouchers. Motion carried unanimously. 
    4. Other comments - WTA Statement. 
  17. Treasures Report - Kathy Schwartz
    1. Deposits (ACH & Checks / Cash) - ACH Deposits were $27,374.17 - General Transportation Aids; $900 from WI DOT; Checks and Cash deposit - $395.00 ($200 - hall rent, etc., $70 - Special Assessment letters, $25 - Dog tags, $100 - Drive way permits).  Bank interest amounts were noted. 
    2. Review Calendar Dates
      1. Plan Commission - May 12 - Public Hearing on updated Comprehensive Plan, June 9, July 14 & August 11 if there is anything for the agenda.
      2. Annual Meeting - April 21st at 6pm
      3. Town Board - May 12, June 9, July 14 and August 11.
      4. Open Book - June 3 4pm - 6pm 
      5. Board of Review - June 10 6pm - 8pm
      6. Hall Rentals (DOT & 4H Club) - Various dates were noted
    3. Other comments - Larry Murphy left a message about the different pricing on his multiple parcels
  18. Anything else reasonably related to the agenda. (No action can be taken at this meeting). C. Allen noted that the Town of Reedsburg does not own the Cul De Sac that is not paved in the Copper Creek Subdivision.  It is owned by Zach & Megan Meyer.
  19. Adjourn.  Motion by Klitzke / Allen to adjourn the April 2025 monthly meeting at 8:34pm.
